Donahue steps down as Army Europe headquarters shrinks to 3 stars

Gen. Christopher Donahue relinquished command of U.S. Army Europe and Africa at a ceremony in Wiesbaden, Germany, as the headquarters was officially downgraded from a four-star to a three-star command.
